Bird proofing a domestic solar array costs roughly £300 to £600 fitted on a small system and £500 to £900 on a typical 10 to 16 panel install, using mesh clipped to the panel frames. The cheapest time to buy it is as a line on your original solar quote, while the scaffolding is already up.
The part almost nobody tells you is legal, not financial. Under the Wildlife and Countryside Act 1981 it is an offence to intentionally take, damage or destroy the nest of a wild bird while that nest is in use or being built. Once birds are nesting under your panels, fitting mesh seals them in or destroys the nest, and you cannot lawfully do it until the chicks have gone.

The quoted work also includes clearing existing nesting material, which is why a roof that has been occupied for a season costs more to sort out than a clean one.
Materials on their own are much cheaper. EvoEnergy, updated 31 August 2026, puts a roll of mesh at around £50 to £100, a pack of spikes at around £25, netting at £150 to £200, and an electronic repellent unit at upwards of £500. The gap between £100 of mesh and a £600 bill is access and labour, which is the whole argument for doing it during the install.

When you legally cannot fit bird proofing
You cannot fit it while a nest under the panels is in use or being built. That is a criminal offence, not a technicality. Section 1 of the Wildlife and Countryside Act 1981 makes it an offence if any person intentionally "takes, damages or destroys the nest of any wild bird while that nest is in use or being built". Clipping mesh across the perimeter while chicks are inside does exactly that, whether or not you can see them.
The RSPB's guidance on birds in the roof is blunt about the sequence. You must "allow the chicks to leave the nest before taking any action to remove a nest or block an entrance to it", and if you must stop birds accessing your home, "wait until the winter months when they are not nesting". Then it adds the line that ruins the plan for most people: "note: pigeons can nest throughout the year".
So the practical calendar is awkward. You notice the problem in spring, when the noise starts and the droppings appear. That is the one part of the year you can do least about it. For sparrows, starlings and most other roof nesters, the window opens in the autumn and winter. For feral pigeons there may be no clean window at all, and the job starts with someone checking whether anything is currently nesting rather than with a quote.
Check for active nests first, wait if there are any, clear the debris once the birds have gone, then proof. Any contractor who offers to fit mesh in June without looking underneath first is selling you an offence.
The law is not the same in all four nations
The core protection is the same across Great Britain, but the licensing that sits on top of it differs, and Northern Ireland runs on separate legislation entirely.
- England. Natural England issues general licence GL41, for preserving public health or public safety, issued 1 January 2026 and valid to 31 December 2026. It covers four species only: Canada goose, feral pigeon, jackdaw and monk parakeet. The requirement to try lawful alternatives first applies to jackdaws, not to feral pigeons.
- Wales. Natural Resources Wales issues WCA/GEN/002/2026, covering feral pigeon alone, valid 1 January to 31 December 2026. It carries a condition England's version does not: before acting under it, "an authorised person should make reasonable endeavours to achieve the purpose in question using alternative, lawful methods not covered by this licence and should continue to do so". In Wales, proofing is the step you are expected to take first.
- Scotland. NatureScot issues general licence GL03/2026 for the preservation of public health, public safety and preventing the spread of disease, which includes feral pigeon.
- Northern Ireland. Wild birds are protected under the Wildlife (Northern Ireland) Order 1985 rather than the 1981 Act, and DAERA and the Northern Ireland Environment Agency are the licensing authority.
None of this changes what a homeowner actually does. Every one of those licences is about killing birds or destroying nests, and none of them is a route to putting mesh on your roof in nesting season. Exclusion is not a licensed activity, so no licence makes it lawful to seal in a nest that is in use.
The general licences almost certainly do not cover your birds
The two species most likely to be under your panels are not on any of them. The RSPB names house sparrows and starlings as "the most likely species to share your home", entering the roof space "through a gap between the roof tiles and the gutter". Solar panels create exactly that kind of gap, at eaves height, along the whole length of an array.
Read the licences against that list and the mismatch is obvious. England's GL41 covers Canada goose, feral pigeon, jackdaw and monk parakeet. Wales's GL002 covers feral pigeon only. House sparrow and starling appear on neither. If those are your birds, there is no general licence, no shortcut, and the only lawful plan is to wait until the nest is empty and then proof properly so they do not come back.
This is also why "pigeon proofing" is a slightly misleading name for the job. Pigeons are the ones you hear and the ones the licences name, but the smaller birds slipping in at the eaves are the ones the law is least flexible about.
What the lost generation is actually worth
Less than the proofing costs, in almost every case. Bird proofing is not an investment in output, and any quote that sells it that way is overselling.
Here is the arithmetic. A typical 4.5kWp UK system generates around 3,600 to 4,050 kWh a year. Take the top of that range, which flatters the case for proofing, and value every lost unit at the full import price you avoid paying: 26.32p per kWh, the Ofgem price cap electricity rate for Direct Debit customers from 1 October to 31 December 2026.

Two things that table deliberately does not do. It does not claim a soiling figure for your roof, because nobody honestly can. And it assumes every recovered unit is used in the house at 26.32p rather than exported at a typical Smart Export Guarantee rate nearer 12p. If the electricity would have been exported instead, roughly halve the annual value and roughly double the years. Even on the most generous reading, a 1% or 2% loss never repays the work.
Which points at the honest conclusion. You do not proof the array to protect your generation. You proof it to stop guano packing the gutters, to keep nesting material out of the space where the DC cabling runs, and to be able to sleep through May. The generation is a rounding error next to any of those.
Why droppings matter more than dust
Because dust is even and droppings are not, and the panel behaves very differently to the two. This is not marketing language, it is in the manufacturers' own paperwork. Section 8.1 of the JA Solar PV Single-glass Modules Installation Manual (Q/JASO-PMO-012, A/24) says it plainly:
"The dust accumulated on the front transparent substrate may reduce the power output, and may even cause regional hot-spot effect. Industrial effluents or bird drops may be a serious case, and the extent of the severity depends on the transparency of the foreign objects. It's usually not dangerous for the accumulated dust to reduce the sunshine, because the light intensity is still homogeneous and the power reduction usually is not obvious."
Read that carefully, because it is the opposite of how bird proofing is usually sold. General grime costs you very little, and rain deals with most of it. An opaque dropping sitting on one cell is the problem case, and the manual's word for it is "serious". The same manual explains why: the junction boxes "contain bypass diodes wired in parallel with the PV cell strings", and "in the case of partial shading, the diodes bypass the current generated by the non-shaded cells, thereby limiting modules heating and performance losses". The diode protects the panel by taking a whole string of cells out of circuit, which is why an opaque mark can cost more output than its own area would suggest.

The warranty rule that decides how mesh is fixed
Mesh is clipped to the panel frame. Nothing is drilled, screwed or glued into it, and a contractor who wants to is about to void your panel warranty. The JA Solar manual is unambiguous: "Do not drill holes in the frame. This may compromise the frame strength and cause corrosion of the frame." Elsewhere in the same document, on grounding: "Please don't drill any additional grounding hole on the frame of the modules, otherwise JA Solar expressly disclaim liability for voiding the warranty."
The mounting clause goes further. Modules "can be installed on the racks by clamps or hooks", and if they are not mounted according to those instructions, you must "in advance consult JA Solar and must be approved by JA solar, otherwise may damage modules and void the warranty". A bird proofing clip that hooks over the frame lip is fine. A self-tapping screw through the aluminium is not.
Panel warranties reinforce it from the other side. The Aiko N-Type ABC module warranty excludes failures caused by "the Customer's improper installation, use, and maintenance as the Customer fails to comply with the relevant provisions of Aiko's Installation Manual", and separately excludes damage "caused by human and biological activities". Bird damage sitting in the exclusions is exactly why the proofing is worth having, and doing it badly gives the manufacturer a second reason to decline.
One more line from the JA manual worth knowing before anyone climbs up: "Standing on the module or bracket for cleaning works is forbidden." What actually works, and what does not
Perimeter mesh clipped to the frames is the only one of the common methods that physically closes the gap. Everything else manages the birds rather than the space.
- Perimeter mesh or a proprietary clip system. Closes the space between the panels and the tiles around the whole array. Stainless or PVC coated wire, fixed with non-penetrating clips. This is the standard job and the one the fitted prices above describe.
- Spikes. Around £25 a pack and useful on a ridge or a chimney where birds perch, but they do nothing about the space under the panels, which is where the nest goes.
- Netting. £150 to £200 of material. Effective over large openings, harder to keep tidy on a domestic roof, and it needs checking, because a net that has sagged or torn can trap a bird rather than exclude it.
- Electronic and sonic repellents. From about £500. They deter rather than exclude, they need power, and a bird already committed to a nest site is not the easiest audience.
- Doing nothing until it is a problem. The default, and the expensive one, because by then you are paying for nest clearance, a possible gutter clean and roof access, and you may be waiting months for a lawful window.
Whatever goes on, it needs to be inspectable. Mesh that cannot be checked from a ladder or from the ground with binoculars will not get checked, and the annual look at the array is the cheapest maintenance there is. Our guide to solar panel maintenance in the UK sets out what that check involves.
Buy it with the install, not after it
The materials are a small part of the bill. Access is much of it, and during your solar installation the access is already paid for.
Scaffolding, or at least some roof access arrangement, is already priced into a solar quote. Fitting mesh while the fitters are already on the roof adds materials and an hour or two of labour. Fitting it two years later means bringing all of that back for a job that is otherwise the same. That is the difference between a modest line item and a £600 bill.
It also sidesteps the legal problem entirely. A new array has nothing nesting under it, because the gap did not exist a week ago. Proof it on day one and the nesting season question never arises. So when you compare quotes, ask each installer three things: whether they fit bird proofing, whether the clips are non-penetrating, and what it costs as a separate line while the scaffolding is up. The answers will be more revealing than the price of the panels.
