Can solar panels be recycled in the UK?

Yes, and the regulatory framework specifically requires it. The UK WEEE Regulations 2013 (SI 2013/3113, Schedule 3) classify photovoltaic panels under "Consumer equipment and photovoltaic panels" as a named category of electrical and electronic equipment. That classification has applied to panels placed on the UK market from 1 January 2019.

The European WEEE Directive 2012/19/EU, which the UK transposed and retained, sets specific recycling targets for PV panels: at least 85% of the waste by mass must be recovered, with at least 80% recycled. Who is responsible for recycling solar panels?

The producer, not the homeowner. "Producer" under WEEE means the manufacturer, importer or anyone who first places the panel on the UK market. This Extended Producer Responsibility model means the cost of end-of-life handling is built into the supply chain, not handed to the household at the point of disposal. You are not responsible for funding the recycling of panels you bought in good faith from a registered producer.

How to recycle solar panels in the UK

The practical route for most homeowners is through PV Cycle UK, the main accredited Producer Compliance Scheme for photovoltaic panels in the UK (registered as WEEE/TP3838PS/SCH under the WEEE Regulations 2013).

PV Cycle UK offers two collection routes:

  • Fewer than 30 panels: bring them to a designated collection point. PV Cycle maintains a network of collection points across the UK, searchable via a locator on their website at pvcycle.org.uk.
  • 30 or more panels: PV Cycle arranges a collection from your property.

For a typical domestic system of 12 to 15 panels, the first route applies. You arrange to get the panels to the nearest collection point. The cost of receiving and processing them is covered by the producers whose panels are in the scheme.

A few practical steps before you book a collection:

  1. Check whether your installer can de-install and transport to the collection point as part of their service. Many installers who carry out removal will also handle the logistics.
  2. Locate your nearest collection point using the PV Cycle UK website locator before assuming one is nearby.
  3. Do not mix panels with general household waste. Solar panels must go to a licensed WEEE treatment facility. Older crystalline panels may contain lead in solder joints; thin-film CdTe panels contain cadmium, which requires specialist handling. Neither type belongs in domestic waste.

What is actually inside a solar panel, and what gets recovered?

Glass and aluminium make up the majority of a standard silicon solar panel's weight. The aluminium frame and the tempered glass that protects the cells are, by volume, the simplest materials to recover and have established recycling markets. Both can be extracted mechanically and fed back into production without specialist treatment.

Below the glass, the cell layer contains silicon, copper wiring and small amounts of silver used in the electrical contacts. The backsheet, which protects the underside, is typically a polymer composite. The entire stack is laminated with ethylene vinyl acetate (EVA), which makes separation more complex than dismantling a standard aluminium window frame.

Recovery processes vary by facility, but the sequence typically begins with removing the aluminium frame and junction box, then separating the glass, then applying heat or chemical processes to separate the cell layer from the lamination. Silicon, copper and in some processes silver can each be recovered and reused.

The WEEE minimum targets of 80% recycled and 85% recovered by mass are achievable under current technology, primarily because glass and aluminium alone account for a large proportion of panel weight and both are straightforward to process. The harder task commercially is recovering silicon and precious metals at a cost that makes sense without subsidy, and that is where recycling technology development is still active.

Thin-film panels, which use cadmium telluride (CdTe) or copper indium gallium selenide (CIGS), are regulated more strictly because of the cadmium content. They are less common in UK homes, but if you have them, check that your collection facility is licensed for that waste stream before dropping panels off.

When are UK solar panels likely to reach end of life?

For most homeowners buying today, end-of-life recycling is a question for the 2050s. The Energy Saving Trust says panels "should last 25 years or more", and IEA PVPS puts the useful lifespan at approximately 30 years for panels under normal conditions. The UK's large-scale residential solar wave started with the Feed-in Tariff launch in April 2010. Households that installed in 2010 and 2011 are now approaching the 15-to-16-year mark, which puts them roughly halfway through a 30-year lifespan. Panel recycling at scale in the UK is likely to become a significant practical issue from the mid-2030s onwards, when the earliest FiT installations approach their 25-year point.

Early FiT panels were often from larger, established manufacturers who are more likely to have maintained continuous WEEE compliance over the intervening years. The tricky edge cases will be panels from smaller importers who are no longer trading.

What about the solar inverter?

Your inverter is likely to need replacing long before your panels do, and it also falls under WEEE. The Energy Saving Trust says inverters need replacing after around 12 years. An inverter fitted during the FiT years, say 2012, may already have been replaced once. The inverter is also classified as electrical and electronic equipment under WEEE, and MCS-certified installers are required to use products from registered producers. Does recycling solar panels cost homeowners anything?

At a registered PV Cycle UK collection point, the collection and processing cost is covered by the compliance scheme, not by you. That is the point of the producer responsibility model. The producer has already contributed to the scheme in proportion to the volume of panels they placed on the market, and that contribution covers the handling of waste panels when they arrive at a registered facility.

What is not necessarily covered is the cost of getting the panels off your roof and to the collection point. Removing panels from a roof requires a qualified electrician and typically scaffolding, which costs money whether you are replacing them or recycling them. What if my panels are damaged or defective, not end-of-life?

Damaged panels from storms, fire or manufacturing defects are handled differently from end-of-life waste. If panels are damaged in service and need replacing before their natural end of life, the installer who carries out the replacement will typically arrange the WEEE disposal as part of the job. If you are making a claim on your home insurance for panel damage, check whether the claim settlement includes removal and disposal, or whether it only covers replacement cost. Some policies pay for the new panels but not the logistics of removing and disposing of the damaged ones.
